As President, Deb leads HPI’s diversification growth strategy and represents the organization to our parent company, Harvard Pilgrim Health Care (HPHC). Deb works with the board of directors and senior management of both companies to develop long-range goals, strategies, plans, and organizational policies.
Deb has held a number of senior executive positions over the past two decades and was a key participant during our acquisition by HPHC in 2005. Her experience and skills have directly impacted product marketing, business development, sales revenues and strategic planning, and the company’s recent risk management growth endeavors.
Deb joined HPI in 1993 to build our self-funded sales team as regional sales executive, serving as development architect as the company transitioned operations to primarily administer self-funded health plans. Deb has since served numerous roles in the sales area including Vice President of Sales and Marketing. As Senior Vice President, Deb’s responsibilities included Care Management and Health Strategies, Reporting and Analytics, and Operations.
Earlier in her career, Deb served as an Underwriting Manager for R.E. Moulton, Director of Marketing at Mt. Vernon Associates, and was a member of the sales team at Blue Cross/Blue Shield Massachusetts.
She works closely on HPHC’s self-insured line of business strategy, serves on the Executive Leadership Committee for HPHC and is a Government Relations Committee Member for the Self Insurance Institute of America, Inc. (SIIA).

Michelle Clayman
Senior Vice President and CFO
As Senior Vice President and Chief Financial Officer, Michelle is responsible for the financial health of HPI as well as sister companies MedWatch, LLC and TrestleTree, LLC. She is an expert in financial management with a knack for fostering excellent relationships with clients. Michelle leads budgeting, financial reporting and financial controls of day-to-day operations. She also oversees facilities management, stop-loss reporting, and supports business development initiatives such as merger, acquisition, and investment activities.
Michelle has over 25 years of experience in healthcare and insurance. Prior to joining HPI, she held the role of Senior Vice President of Finance and Assistant Treasurer at Harvard Pilgrim Health Care. Her responsibilities included budgeting, cost control, financial forecasting, and merger and acquisition analysis. Along with financial planning duties, Michelle was responsible for treasury, disbursement and procurement functions. She also provided oversight for the Office of Sponsored Programs which led financial compliance for sponsored research grants and contracts.
Michelle holds a Bachelor of Science degree in Economics, is a certified public accountant, and serves on the Massachusetts Hospital School Foundation’s Board of Trustees.
Chuck Moulter, PMP
Chief Information Officer
As Chief Information Officer (CIO), Chuck is responsible for providing leadership for the Health Plans technology strategy. Chuck also oversees the delivery and management of the company’s technology initiatives and manages Information Technology (IT) Operations and the Project Management Office (PMO). His initiatives include improving service delivery through the effective and efficient use of technology, and the creation of a scalable infrastructure through the use of virtualization and proven technologies and systems.
Prior to joining Health Plans in 2008, Chuck was a Director for IT at Harvard Pilgrim Health Care and also the founder of a management consulting company focused on project management services and IT strategic planning.
Chuck is a registered Project Management Professional (PMP) and was an adjunct instructor at Dean College, teaching marketing and computer courses.
Chuck holds an MBA from the University of Massachusetts Isenberg School of Management and a Bachelor of Science degree in Mechanical Engineering from Worcester Polytechnic Institute.

Paul Forte
Executive Vice President and Chief Strategy Officer
Paul Forte is Executive Vice President and Chief Strategy Officer. Paul is an experienced leader with a passion for connecting employers directly with providers to optimize clinical and financial outcomes. An expert in analytics, profiling and predictive modeling, he helps employers understand their health benefit spend and what initiatives can be put into place to mitigate risk before it happens. Paul also pursues market growth opportunities that advance the company’s comprehensive health risk management offering.
Paul joined HPI in 2011 as Vice President of Health Strategies and Innovation to oversee an expanding Clinical Services department responsible for all facets of population health management, wellness, health coaching, and integrated data analytics – all with the purpose of improving coordination of care and reducing or stabilizing cost without compromising quality.
Prior to joining HPI, Paul gained more than 20 years’ experience in clinical integration strategies, and ACO and medical home development leading initiatives to bring the efficiency of care back to the forefront of the healthcare industry. Through work with the CareGroup Occupational Health Network, Enhanced Care Initiative, and the Emblem Health High Value Medical Home Project, Paul focused on the creation, management, redesign and marketing of employee and employer programs that improve quality, efficiency and cost transparency of care for individuals as well as employers.
Su Doyle
Vice President, Strategic Marketing
As Vice President of Strategic Marketing, Su is responsible for HPI’s marketing strategy and execution including brand management, sales enablement, online experience, and communications. She also serves as marketing liaison to Harvard Pilgrim Health Care and provides marketing direction for MedWatch, LLC, and TrestleTree, LLC.
Su holds over 25 years of strategic marketing experience. She is an expert in developing holistic marketing approaches and integrated communication strategies. Since joining HPI in 2018, Su has spearheaded the company’s rebranding to support HPI’s mission and vision as a recognized leader in the self-insured market and implemented an audience-centric marketing strategy to better serve and speak to the needs of brokers, providers, clients, members, and the community.
Prior to joining HPI, Su worked on both the agency and client-side of the marketing industry, building integrated data-driven marketing environments for clients ranging from Fortune 500 corporations to entrepreneurial startups. Most recently, Su served as the Director of Marketing for an insure-tech startup architecting the company’s launch and establishing its brand and digital marketing programs.
Catherine Lukas

Dianne Oldach, BS, RN
Vice President, Care Management Services
Dianne has more than 25 years of experience in the care management industry and a strong clinical foundation. As Vice President of Care Management Services, she oversees care management, wellness operations, and product management.
Prior to returning to Health Plans in 2015, she held the position of Vice President of Quality and Medical Management for Minuteman Health, where she achieved NCQA accreditation for the new health plan and had oversight of the delegated medical management program. As regional vice president of quality for VHA, Inc., she provided analysis of value-based purchasing data and administered targeted process improvement programs for member hospitals in the New England region.
Dianne spent many years at Private Health Care Systems and American Health Holding in various senior executive roles and administered URAC-accredited and/or NCQA certified care management programs. Dianne also held positions as a project and product manager, working with an electronic health record software development company, and as product manager of clinical claims auditing software.
She holds a Massachusetts license as a Registered Nurse (RN).
Dianne received a nursing degree from Laboure College and a degree in business from Lesley University. She is currently enrolled in the Master of Healthcare Administration program at Framingham State University.
Joan Recore
Vice President, Financial Operations
As Vice President of Financial Operations, Joan currently oversees financial and client fund accounting, in addition to our Human Resources department. Joan has been with Health Plans since its inception in 1981, and has held various financial leadership roles over the past 30 years.
During her time a Health Plans, Joan was also responsible for general oversight of enrollment, billing and payment configuration, payment processing, COBRA and Flexible Spending Accounts. In each area, process improvements were identified and implemented resulting in improved efficiencies while controlling costs.
Over the last ten years, Joan played an integral role in ushering Health Plans’ growth in the self-funded market, taking part in the due diligence process during the acquisition of Health Plans by Harvard Pilgrim Health Care in 2005, and the acquisitions of BPM in 2006, MedWatch, LLC in 2013, and TrestleTree, LLC in 2014.
Joan holds a Bachelor of Business Administration degree from Assumption College and is a licensed Notary Public.
Eileen Riethle, Esq.
Vice President, Corporate Compliance and Regulatory Affairs
As Vice President of Corporate Compliance and Regulatory Affairs, Eileen provides leadership and oversight for Health Plans' compliance and regulatory strategies. Eileen has 40 years of experience in all facets of ERISA-governed employee health benefit plans.
Since joining Health Plans in 2006, Eileen has been responsible for corporate regulatory affairs, analysis of federal and state laws applicable to clients’ health benefit plans, and the development and implementation of related initiatives. She also serves as compliance and legal liaison for Harvard Pilgrim Health Care.
Prior to joining Health Plans, she was corporate counsel and vice president of contracts and compliance for a Boston-area third party administrator. She also held various underwriting and financial management positions at several regional and national insurance companies.
She is a member of the American and Massachusetts Bar Associations and American Health Lawyers Association and is a Chartered Financial Consultant and Chartered Life Underwriter.
Eileen holds a Juris Doctor degree from the Massachusetts School of Law and a Bachelor of Science degree from the College of the Holy Cross.
Rocko Robinson
Vice President, Corporate Stop Loss Strategies
As Vice President of Corporate Stop Loss Strategies, Rocko is responsible for the Stop Loss Program’s performance, including the management of Profit and Loss, product coordination and strategic planning. He is an expert at building and nurturing relationships with consultants, carriers, and prospects to support the growth and success of the program.
Rocko has over 25 years of experience in group insurance. His diverse background includes leadership roles in underwriting, distribution, administration, and operations. He specializes in team development and has ample experience building teams from the ground up. He served as a key contributor to the growth engine of several of the largest self-funded insurance carriers in the market and continues to maintain relationships with producers nationwide.
Rocko holds a Bachelor of Accounting degree from Northeastern University. He also serves as a healthcare committee member at SIIA.
Mary Shea
Vice President, Client Services
As Vice President of Client Services, Mary is responsible for the management of the client-facing account management team. She oversees the installation of new business and the retention of existing business. Mary assists the sales team in key account finalist meetings and strategizes on the development and launch of new products.
Mary joined Health Plans in 1987 and played an integral role in the acquisitions of MedWatch, LLC in 2014, and TrestleTree, LLC in 2015. She has orchestrated many successful group implementations and has also managed our first, and longest, in-force account for over 25 years.
Earlier in her career at Health Plans, Mary served numerous roles including account manager, manager of client services, and director of client services, accumulating broad knowledge of every facet of the company. Mary has more than 30 years of experience in the health insurance industry and is widely regarded for her expertise in self-funding.

Vice President, National Client Management
As Vice President of National Client Management, Holly oversees the national client services team and develops strategic initiatives for current and prospective clients across the country. While overseeing the implementation of new business in the national market, Holly develops and strengthens relationships with existing clients and brokers to ensure a seamless, satisfying consumer experience.
Holly brings over 25 years of experience in the self-funded health plan industry. Prior to joining HPI, she served as the vice president of client management at Lucent Health (formerly Cypress Benefit Administrators), where she oversaw the account executive support and marketing teams, and developed strategic initiatives for in-force clients.
Holly has dedicated her career to helping clients care for their membership while creating benefit portfolios that truly meet company objectives and culture. Her extensive background also includes client-facing benefit management positions at a large brokerage firm and national insurance carrier, focusing on self-funded plan management.
Kevin Rasch
General Counsel
As HPI’s general counsel, Kevin acts as the chief legal counsel for HPI and its subsidiaries, managing legal exposures and collaborating with the businesses to ensure strategies, policies and programs are developed and executed with a recognition of all legal implications and risks. He also serves as the corporate secretary and is responsible for overseeing all corporate governance of the entities, including the oversight of an internal team providing regulatory support.
Prior to joining HPI, Kevin served as the vice president of Government Affairs and Programs for Harvard Pilgrim. In his career as a regulatory lawyer, he was responsible for leading a team of attorneys and lobbyists in the State and International Government and Regulatory Relations area for MassMutual.
Previously, he served for two years as the general counsel to the governor of the State of Connecticut, where he advised on all legal issues concerning the governor and the executive office. His experience also includes providing legal representation in private practice to corporations, as well as bond counsel to general obligation and revenue bond issuers.
Kevin holds a Master’s Degree in Public Policy and Economic Analysis from Trinity College, a law degree from the College of William and Mary, and an MBA from the Kellogg School of Management at Northwestern University.
